In the US, federal regulations and guidelines such as the Resource Conservation and Recovery Act (RCRA) and state-specific hazardous waste programs, universal waste rules, and waste recycling programs are enacted. The findings of this study indicate that China and the US face distinct challenges in solar PV end-of-life waste management.

While China has made significant strides in leading the global development and deployment of solar photovoltaic (PV) technology, there is currently no distinct obligation for handling the waste generated by the end-of-life of solar PV installations.
The cumulative installed capacity of solar power generation reached 425GW by the end of the first quarter of 2023. With such a rapid increase in installation volume, about 1.5 million tonnes of solar panels will need to be recycled in China in 2030. By 2050, the figure will rise to 20 million.
As a result, in the decade through to 2020, the cost of solar panels fell about 85 per cent. Earnings have deteriorated: about a third of China’s listed solar companies reported a loss last year and several went bankrupt.
